Decades after the world is left in ruins from war, the New World Order has found a way to prevent such violence from happening again. Citizens are rendered complacent and subservient by the Rocks, a state-mandated medication that forces people to obey. In the wealthy city centre and in the outlying slums, the highs and lows of human nature are forcibly stamped out. The subdued population is unable to fight back.
